Profile Background

Mark has extensive experience in emergency response and traffic incident management on both sides of the classroom for over 35 years. He is a United States Navy veteran. From his introduction to public safety as a call firefighter to his 26-year career as a road Trooper and supervisor in the Massachusetts State Police, Mark has responded to thousands of roadway incidents encompassing a vast spectrum of environmental and situational circumstances. He has performed emergency / incident response assignments during major / multiple incidents and events including significant highway closures, missing persons and fugitive searches, major weather events to include floods, tornadoes and blizzards, civil unrest, pandemic and terrorism response deployment. He has extensive experience in both urban and rural patrol and is one of the pioneer TIM instructors, being a member of the first group certified in Massachusetts and continuing to instruct to this day with over 1,300 responders trained. He has instructed in a variety of settings, from rural volunteer firefighters to municipal police academy classes, towing and recovery associations, environmental and federal agencies, as well as at public safety and emergency response conferences.

Mark is a certified MPTC instructor in multiple disciplines and has conducted numerous Municipal Academy classes in the fields of Work Zone Safety and Traffic Incident Management.

Massachusetts State Police IMAT (Incident Management Assistance Team)

As a State Police Supervisor and in addition to his regular duties, Mark was assigned to the Troop IMAT which worked in cooperation with federal, state, county and municipal entities in preparation and response to emergency incident management and disaster response preparedness and training. IMAT was called upon for various incidents and events such as missing persons searches, natural disasters and civil unrest. In this role, he created and executed Operational Plans, performed assignments in EOC and command posts, served as Team Leader and OIC (officer in charge) of groups and teams tasked with achieving operational objectives.

Massachusetts State Police, Division of Field Services

As the senior first-line supervisor Springfield barracks, Mark conducted administrative duties including scheduling, payroll, inspections, performance reviews, personnel investigations, audits and patrol supervision for the station and troop. He also performed duties as station commander during interim staffing periods as well as in the absence of the assigned Station Commander and conducted training of newly promoted / transferred noncommissioned officers within the Troop. He was also assigned as a Troop patrol supervisor and in this role would respond to all critical incidents within the troop, directing on-scene operations while ensuring that personnel were adhering to all applicable policies and procedures to maximize safety and efficiency at the incident zones. He also coordinated multi-agency responses to critical incidents to assure safe and effective utilization of a diverse range of emergency responders.

Massachusetts State Police, Division of Investigative Services

While assigned to the State Police Detective Unit at the Attorney General’s Office, Mark was responsible for investigating, managing and tracking complex investigations that often involved preparing highly detailed warrants and reports and coordinating operations with federal, state and local agencies. Many of these cases involved gathering and analyzing data and other intelligence in order to establish evidence of criminal activity that would meet legal thresholds for prosecution and conviction.

East Longmeadow / Agawam Fire Departments

Prior to his State Police career, Mark served as a call firefighter for the towns of East Longmeadow and later Agawam, Massachusetts for approximately 10 years. During this time, he was trained in firefighting and rescue techniques, and responded to numerous incidents involving traffic crashes, fires and extrications.

Massachusetts State Police Museum & Learning Center

For 15 years Mark actively participated in the development and operation of the nonprofit Massachusetts State Police Museum & Learning Center (MSPMLC). He was elected to the Board of Directors in 2010 and served in this capacity for 10 years. During this tenure, he successfully organized and executed an anniversary fundraiser that resulted in a $15,000 benefit to the MSPMLC. He also participated in community outreach programs, bringing MSPMLC displays and vehicles to a variety of public events and raising awareness of the Museum and its mission.
